Fireballs. Beautiful fireballs.
In this gif, you can see Toothless blowing up the top of a wooden tower. It makes a pretty impressive fireball and plasma shockwave, though this is not accompanied by much destruction.
Let's start with scaling, as we so often do. And as I so often do, I'm going to do the scaling in Google Docs (I made a 3D model in Geogebra, but it didn't help much). The fireball is roughly 5m across. NUKEMAP only goes down to 10m, but I got a very small 10m radius* with 0.005 kT (5 tons—roughly 10 Tomahawk missiles) of TNT. However, a 5-ton equivalent blast could heavily damage concrete buildings 40m away, and Toothless's blast lightly damaged a wooden tower that it was sitting on top of!
Perhaps I can chalk the size of the fireball up to mumble mumble weird explosion stuff, maybe something to do with cooling plasma. In that case, Toothless's shot was certainly under 1 ton TNT equivalent, and perhaps in the range of a few dozen pounds, though probably more than the latter. This confirms that Toothless is usually in the MJ or GJ level with plasma—only rarely does he accomplish TJ-level feats (such as the full-power shot against the Red Death, and perhaps the ones that injured the Bewilderbeast).
*By this I mean a resulting fireball radius that rounded to 10m (as low as it goes) but an area of 280 m^2.
