Yes, Warner Bros will be making some sort of adaptations of Tolkien's writings. No, they will not have dual rings.
Will the movies have two One Rings?
The satire website Screen Idle wrote an article titled, "New Lord of the Rings films to begin with Bilbo revealing there were two ‘One’ rings".
Note the words "satire website".
Not a reboot
Also, no matter what, these will not be remakes of Peter Jackson's The Lord Of the Rings trilogy. If there are more LOtR movies, they will be new adaptations of the books by this guy named J.R.R. Tolkien. Whether they will be good or not is another question.
Hopefully they will!
